Northwest Regional Mall
Challenge
Westcor Partners and New River Associates needed to negotiate with the City of Glendale for a new northwest regional mall. All the issues were on the table – development options and plan, community and political support, improvement district financing, payback for infrastructure investment and press relations. Landry-Creedon was asked to help Westcor Partners and New River Associates think through the issues, reach a consensus and present their position to the City of Glendale in the most compelling way to achieve the Clients’ desired results.Strategy
The Clients required numerous lawyers and experts on topics including transportation and financing, however Landry-Creedon recognized that it was essential to present a unified “face” and “voice” to the City if the discussions were to move forward in a timely manner. As part of a unified front, the firm needed to involve the community and understand the extent of community and political support for the project.Advocacy
Working directly with affected neighborhoods on issues including setback, circulation, public use amenities and quality standards for the roads and the mall, Landry-Creedon effectively positioned its Clients’ project as a positive force for the community rather than as a threat to it.The firm represented its Clients best interests by successfully negotiating the development agreement with the City of Glendale. To ensure that its story be told in the most compelling manner, Landry-Creedon coordinated and managed all contacts and testimony that was heard before the City Council and senior staff. And, as the project gained public attention, Landry-Creedon managed community and press relations to ensure a positive reception for the project.
Results
With Landry-Creedon’s advice and support, a regional mall development plan and proposal for improvement district financing of major infrastructure was formulated.The firm negotiated an agreement on a circulation plan that accommodated the circulation needs of the regional mall and then integrated it with the local circulation plan.
Landry-Creedon negotiated a development agreement with the City of Glendale on the payback provision for the cost of on-site infrastructure.
